Article 1: PURPOSE
Section 1. Name
The name of the neighborhood association shall be The 100-168 West 121st Street Resident Block Association (The Block)
Section 2. Purpose
The purpose of The Block shall be to organize residents to improve the quality of life in its immediate community by pooling talents and resources for mutual social and economic benefits, and to keep our block a friendly, safe and beautiful place to live. We shall support and celebrate a diverse and inclusive community, and respect its rich history and culture.
Article 2: MEMBERSHIP
Any person residing on West 121st Street between Malcolm X and Adam Clayton Powell Jr. Blvds over the age of 18 is eligible for membership. All are encouraged to join and participate however, only members who pay dues of $50 are eligible to vote.
Dues shall be $50/year per home/condo/co-op/tenant and are due by September 30th.
Votes must be exercised in person or by proxy where the proxy must be another eligible member of The Block. All proxies shall be filed with the Secretary of the association and expire at the end of The Block’s fiscal year or, at the behest of the person granting the proxy which ever occurs first. There is only one vote per home/condo/coop/rental unit. Only paying members who are private home/condo/coop owners are eligible to run for elected office. Eligibility to vote and run for office one must have attended two monthly meetings prior to the nomination period –September 1st thru the 15th.
Section 1. Frequency
General Meetings will be held at least quarterly. (Currently scheduled on the first Tuesday of every month.)
Section 2. Quorum
At least ten percent of the paid membership must be present or by proxy to conduct official business.
Article 5: MEETINGS
Section 1. Number and Election of Positions
The Officers shall be President, Vice-President, Treasurer and Secretary and must be at least 18 years old. The term of office shall be one year- October 1 of the current year to September 30 of the following year... All officers must be current on annual dues, reside on the block and have attended at least two monthly meetings before the nomination period - September 1st thru the 15th. Elections shall occur at the first meeting in October.
Section 2. Term Limits
A member shall only hold each office for four consecutive years however, not simultaneously.
The paid membership may establish necessary committees and elect Chairpersons at any meeting. The President may also establish committees and shall appoint committee Chairpersons. All Chairpersons must be paid members. There shall be ad hoc committees and any person may join. Decisions made in ad hoc committees must be approved by majority vote of the regular paid membership to be actionable.
The Rules of Order may be amended at any regular meeting. Two-thirds (2/3) of paid members in attendance must approve the amendment which shall be effective immediately and be permanent until further notice.
